# Spatial Ground Requirements Adoption Act

## SG-ACT-REQ-2026-0001

**Institution:** The Atlas · Spatial Ground
**Act Type:** Requirements Adoption
**Record State:** ADOPTED
**Effective Date:** September 23, 2026
**Creator Period Day:** Day #119
**Primary Normative Artifact:** `/theatlas/spatial-ground/requirements/spatial-ground-requirements.md`
**Governance Path:** `/theatlas/spatial-ground/governance/SG_Requirements_Adoption_Act.md`

---

## 1. Authority

This Act is issued by the **Creator acting through The Atlas during the Creator Period**, under the Spatial Ground governance architecture established before Gate A.

The governing record-state model is:

```text
Candidate
→ Adopted
→ Superseded
```

Canonical status arises from a valid recorded Adoption Act.

Technical correctness, publication, implementation, certification, custody, possession, hosting, popularity, majority agreement, operational use, or technical control do not themselves confer canonical authority.

---

## 2. Subject of Adoption

This Act applies only to the **Spatial Ground Requirements** preserved at:

```text
/theatlas/spatial-ground/requirements/spatial-ground-requirements.md
```

The Requirements state what Spatial Ground must preserve, permit, exclude, and prove.

They govern the architectural envelope within which later Spatial Ground Specification, Conformance, preservation, reconstruction, implementation, and instance-adoption work must remain.

---

## 3. Adoption

By this Act, the Spatial Ground Requirements record state is changed from:

```text
Candidate / Draft for Adoption Review
```

to:

```text
Adopted
```

The adopted Requirements become the governing Requirements record for Spatial Ground.

**Gate A is COMPLETE.**

---

## 4. Effect of Adoption

Requirements adoption establishes authoritative Spatial Ground Requirements.

It does **not**:

- adopt a Spatial Ground Specification;
- select or adopt a canonical World-space instance;
- make any particular Survey location World-space;
- transfer Foundational Survey Fabric mathematics into Spatial Ground ownership;
- create higher-layer Parcel, terrain, Region, ownership, rights, governance, cultural, economic, or experiential meaning;
- make implementation, publication, certification, or operation a source of canonical authority.

Requirements adoption is institutionally distinct from:

```text
Requirements adoption
Specification adoption
canonical World-space instance adoption
```

Each requires its own valid institutional act or completion mechanism.

---

## 5. Architectural Boundary

The adopted Requirements preserve the governing lower-layer / Ground distinction:

> **FSF supplies canonical spatial reference and mathematics. Spatial Ground adds canonical participation in The World.**

Spatial Ground consumes Survey facts by reference.

It does not redefine, duplicate, fork, rescale, or independently reinterpret Survey-owned spatial truth.

A lower layer constrains what a higher layer cannot violate.

A higher layer does not complete a lower layer from above.

---

## 6. Requirements Authority

The adopted Requirements govern what must remain true of Spatial Ground, including:

- constitutional subordination;
- one canonical World-space;
- non-empty World-space;
- connectedness;
- exact, total, two-valued, deterministic membership;
- one canonical definition;
- sole dependence on the canonical Ground definition and inherited Survey truth;
- permanence after canonical instance adoption;
- representation independence;
- finite expression and decidability;
- refinement closure;
- reference to the Foundational Survey Fabric without redefinition;
- membership-only semantics;
- explicit upward guarantees and non-guarantees;
- canonical status only through valid adoption.

Consequences and references derived from these Requirements do not create duplicate independent normative authority.

---

## 7. What Remained Open at This Act

At the moment of Requirements adoption, this Act did not decide:

- the final formal membership model;
- the Spatial Ground Specification;
- the canonical machine representation;
- the exact canonical World-space production instance;
- the final Conformance and reconstruction evidence for that instance.

Those matters belonged to later institutional stages.

Their later completion does not alter the meaning of this Requirements Adoption Act.

---

## 8. Permanence and Later Acts

This Act must remain distinguishable from later Spatial Ground acts.

In particular, later adoption of a Spatial Ground Specification or canonical World-space instance must not be retroactively treated as having occurred through this Requirements Act.

Likewise, this Act does not authorize future alteration of established World-space.

Once the canonical World-space instance is validly adopted, its permanence is governed by the adopted Spatial Ground Requirements and the applicable instance Adoption Act.

---

## 9. Gate A Disposition

The formal disposition is:

```text
SPATIAL GROUND REQUIREMENTS — ADOPTED
GATE A — COMPLETE
```

The adopted Requirements are the governing normative Requirements record for Spatial Ground.

---

## 10. Record Integrity

The primary normative Requirements artifact remains:

```text
/theatlas/spatial-ground/requirements/spatial-ground-requirements.md
```

This governance record establishes the institutional act that placed that Requirements artifact into the **Adopted** state.

The Requirements artifact and this Adoption Act have different roles:

```text
Requirements
→ state what must remain true
Adoption Act
→ establishes the Requirements record's canonical institutional status
```

Neither substitutes for the other.

---

## 11. Publication-Recovery Note

This file restores the governance artifact expected at the established public repository path:

```text
/theatlas/spatial-ground/governance/SG_Requirements_Adoption_Act.md
```

The underlying act was already executed and preserved in the institutional record as **SG-ACT-REQ-2026-0001**.

Restoring this missing repository artifact does **not** constitute a new adoption, re-adoption, amendment, or change in authority.
