# Spatial Ground Architectural Resolution — Pass #4: Consolidation Architecture

**Edition:** Amended Source-Reconciled Edition

**Basis:** the 2,100 classified Spatial Ground Creator Findings (#1–#2100) and the master classification; the Corpus-Level Classification Report; Architectural Resolution Pass #1 (Spatial Meaning) and Pass #2 (Layer Ownership); Pass #3 (Institutional Authority) as amended by source reconciliation; and the reviewed constitutional and Creator-period source records: The Declaration, Codex ST-IV — The World, Codex WP-S-I — The Extent, The Codex Principles, The Codex, The World Properties Charter, and The Lexicon. The primary text of every Finding relied on below was re-read before writing the original Pass #4 consolidation, and this amended edition additionally reconciles the constitutional-expression and institutional-interface conclusions against the source records now available.

**Remaining limit on the basis.** The Foundational Survey Fabric's own Specification has not been provided. No FSF fact is invented, and every dependence on one remains listed as unverified.

**Status:** amended consolidation architecture only. No Requirement sentences are written, no formal model or data format is chosen, no procedure is designed, no higher layer is designed, and nothing is renumbered. All identifiers below (CORE-, CONST-, DEF-, DOWN-, BOUND-, UP-, LIM-, IF-) remain provisional consolidation labels. Passes #1–#3 are not reopened. No contradiction among them was found. The constitutional source gaps identified in the original Pass #4 are now closed where the reviewed sources support closure.

---

## Amendment Note

This edition preserves the full Pass #4 consolidation architecture and all sixteen decisions. It makes only source-reconciliation changes:

- the constitutional-source caveat is removed because the source records have now been reviewed;
- CONST-02 through CONST-05 are grounded in the reviewed constitutional sources;
- CONST-05 is fixed to WP-S-I's actual doctrine: Extent establishes finite, permanent spatial scope but does not prescribe exact geometry, representation, measurement, implementation, interpretation, or the exact membership set;
- IF-03 is fixed to The Declaration's actual formal-revision language: no Ground or Atlas authority may alter established World-space, while any formal constitutional revision remains upstream and outside this architecture;
- the two corresponding Requirements-drafting blockers are removed.

No Pass #1–#3 decision is reopened. No Pass #4 obligation, parentage decision, framework routing, traceability structure, readiness gate, or Requirements outline is changed.

## Executive Recommendation

The 2,100 Findings reduce to **18 independent Requirement-level statements**, a governing sentence that heads them, and a small number of consequences worth stating explicitly. Nothing in the corpus requires more.

| Group | Independent | What it holds |
|---|---|---|
| Governing sentence | head | CORE-01 |
| Core membership obligations | 6 | containment; the membership function; one definition; sole dependence; permanence; representation independence |
| Constitutional subordination and expressed constraints | 1 + 4 | the subordination rule, and four constraints Ground expresses without originating |
| Canonical definition constraints | 4 | finite and decidable; decidable validity; decidable equivalence (conditional); refinement-closure |
| Downward contract | 1 | reference the Survey Fabric; never redefine or duplicate it |
| Layer boundary | 1 | membership-only semantics |
| Institutional interface | 1 | canonical status arises only from adoption |

Four observations govern the rest of this document.

1. **Most of the corpus said one thing.** Three of the original primitives (#4's independence half, #27, #19), with #23, #26, #81 and #600, are applications of a single obligation: *membership depends on nothing except the canonical definition and the inherited Survey specification* (CORE-05). Roughly 700 Findings descend from it.
2. **Five original primitives do not survive as independent obligations:** #10, #19, #26, #58 and #81. Each is fully carried by a stronger statement. #2, #3 and #9 merge into their heads. #21 and #22 remain binding as expressed constitutional constraints.
3. **The Upward Contract and the Canonical Limit are derived interfaces, not new obligations.** Every guarantee in them is already a Core, Constitutional or Definition statement. They should appear in the Requirements as marked consequences.
4. **No downstream framework originates an obligation.** Every Conformance, Preservation and Governance anchor examined has a Requirement-level or Specification-level parent. Two items are deferred to the Specification, and three depend on unverified FSF facts. No orphan remains.

Permanence is stated with the amended Pass #3 distinction throughout: no authority within Spatial Ground or The Atlas can alter established World-space. The reviewed Declaration preserves the possibility of formal constitutional revision, but any such revision is upstream of this architecture, is not defined here, and is never a Ground mechanism.

## Decision 1 — Final Obligation Set

### Recommendation

Each retained candidate was tested against five questions: is it still independent; what kind of statement is it; is it derivable from stronger parents; must it survive at Requirement level; and if it merges, into what. The test for derivability was strict: a candidate merges only if its whole content follows from the surviving set.

**Assessment of the original 19 primitives and 15 other retained candidates.**

| Finding | Still independent? | Kind | Outcome | Strongest parent |
|---|---|---|---|---|
| #1 | Yes, as the head | Ground-originated | **CORE-01**, verb revised per Pass #1 | — |
| #2 | No | Ground-originated | Merge. Non-creation is carried by CORE-01's second gloss and CONST-01 | #1 |
| #3 | No | Ground-originated | Merge. "Preserves" to CORE-01; "within the Domain" to CORE-02; "permanent" to CORE-06; two-valued to CORE-03 | #1, #13, #15, #4 |

| #8 | Yes | Ground-originated | **CORE-04** | — |
| #9 | No | Ground-originated | Merge into CORE-03 (exactness at the limit is totality at the limit) | #15 |
| #10 | **No** | Ground-originated in form; preservation in effect | Merge into **DEF-02**. Reconstructability follows from closure with sole dependence; the duty to preserve is CORE-01's verb | #542 wording; #27, #4 |

| #264, #265 | — | Shared architecture | Moved in Pass #2 | — |

### Final Obligation Inventory

"Independent" means the statement adds something the rest of the set does not entail. "Stated consequence" means it is entailed and is nevertheless worth writing down, because a framework hangs on it. Descriptions are abstract labels, not Requirement prose.

**Governing sentence**

| ID | Abstract statement | Status |
|---|---|---|
| CORE-01 | Ground canonically expresses and preserves which canonical Survey space is BitPangea World-space; with the two standing glosses of Pass #1 | Head statement |

**Core membership obligations**

| ID | Abstract statement | Status |
|---|---|---|
| CORE-02 | Containment and non-identity: World-space is Survey space within the finite Survey Domain; it may coincide with the Domain and is never defined as it; non-World-space is the relational complement | Independent |
| CORE-03 | The membership function: for every valid Survey location, exactly one of two answers. (a) total; (b) two-valued, with a closed vocabulary; (c) deterministic. "Exact" names the three together | Independent |
| CORE-04 | One canonical definition: exactly one canonical determination of World-space exists | Independent |
| CORE-05 | Sole dependence: membership depends on nothing except the canonical definition and the inherited Survey specification. Applications: (a) nothing above Ground or created later; (b) no operational, implementation, technological or institutional state; (c) no derived representation | Independent |
| CORE-06 | Permanence: once adopted, membership never changes. No authority within Spatial Ground or The Atlas alters it; anything bearing on a foundational constraint lies upstream (see IF-03) | Independent |
| CORE-07 | Representation independence: the canonical definition is identified by its meaning, not by any artifact; representations may change while meaning may not | Independent |

**Constitutional subordination and expressed constraints**

| ID | Abstract statement | Status |
|---|---|---|
| CONST-01 | Subordination: Ground expresses constitutional truth, never redefines, supersedes or originates it, and traces each expressed constraint to its source | Independent (Ground-side) |
| CONST-02 | Singularity: one World, so one canonical World-space; no duplicate or parallel canonical World-space | Expressed constraint |
| CONST-03 | Existence: canonical World-space is non-empty | Expressed constraint |
| CONST-04 | Continuity: canonical World-space is connected, as a refinement-stable property of the definition | Expressed constraint |
| CONST-05 | Extent conformity: the adopted definition conforms to constitutional Extent, which constrains it without fixing its exact form | Expressed constraint |

**Canonical definition constraints**

| ID | Abstract statement | Status |
|---|---|---|
| DEF-01 | Unique primary authority: for each semantic element, one declared primary artifact or rule; no circular or competing authority | Stated consequence of CORE-04 |
| DEF-02 | Closure: the canonical definition, Ground's formal rules and the inherited Survey specification together suffice, explicitly and with nothing tacit, to evaluate every membership answer | Stated consequence of CORE-03 with CORE-05 |
| DEF-03 | Finite and decidable: the definition is finitely expressible and membership is decidable in finite computation | Independent |
| DEF-04 | Decidable validity: whether a purported definition is a valid canonical definition is decidable from the definition and governing rules alone | Independent (thin hook) |
| DEF-05 | Decidable equivalence: where more than one representation is permitted, whether two denote the same World-space is decidable | Independent (thin hook, conditional) |
| DEF-06 | Refinement-closure: the definition already determines membership for every location the Survey Fabric's refinement can make representable | Independent |

**Downward contract**

| ID | Abstract statement | Status |
|---|---|---|
| DOWN-01 | Reference, never redefine or duplicate, everything the Survey Fabric owns | Independent |
| DOWN-02 | Identical answers across references the Survey Fabric holds equal | Stated consequence of CORE-03 with DOWN-01 |
| DOWN-03 | No distinction finer than the Survey Fabric supports; no dependence on a contemporary precision | Stated consequence of DOWN-01 with CORE-03 |
| DOWN-04 | Declared dependency surface, and the Survey specification or lineage relied on | Stated consequence of DEF-02 |

**Layer boundary**

| ID | Abstract statement | Status |
|---|---|---|
| BOUND-01 | Membership-only semantics: Ground introduces no spatial meaning beyond the World / non-World distinction, and determines no higher-layer eligibility | Independent |
| BOUND-02 | Closed responsibility set: Ground's responsibilities are enumerated and closed; additions occur only by governed scope change | Stated consequence of BOUND-01 with DOWN-01 |

**Derived interfaces**

| ID | Abstract statement | Status |
|---|---|---|
| LIM-01 | The canonical limit is a consequence of the definition; inclusion at it is determinate; it is referenceable by description and need not be an entity | Derived from CORE-03a, CORE-04, DEF-01 |
| UP-01 | What consumers may rely on (a list by reference to the statements above) | Derived |
| UP-02 | What is not guaranteed | Derived from BOUND-01 |
| UP-03 | Immunity: nothing above Ground alters membership; direct Survey use confers no membership authority | Derived from CORE-05a, CORE-06, CORE-04 |

**Institutional and framework interfaces**

| ID | Abstract statement | Status |
|---|---|---|
| IF-01 | Canonical status: the canonical definition is the one adopted by recorded Adoption Act; validity, publication, implementation, use and certification confer nothing | Independent (thin hook) |
| IF-02 | Governance events establish status and are never inputs to membership | Stated consequence of CORE-05b |
| IF-03 | No architectural authority to change established World-space; constitutional matters are upstream; Ground returns upward under CONST-01 and holds no dormant change power | Stated consequence of CORE-06 with CONST-01 |
| IF-04 | Correction, supersession, model replacement and scope change are governed elsewhere and are each bound by CORE-06 | Reference |
| IF-05 | Preservation and Conformance operate on DEF-02, DEF-04, DEF-05, CORE-05 and CORE-07 and originate nothing | Reference |

**Count.** Eighteen independent statements (6 Core, 1 + 4 Constitutional, 4 Definition, 1 Downward, 1 Boundary, 1 Interface), under one head, with fourteen stated consequences, derived interfaces and references. Of the eighteen, fourteen are Ground-originated and four are expressed constitutional constraints.

## Decision 2 — Compound Obligation Decomposition

### Recommendation

**Split where parentage, tests or descendants differ. Keep together where the ideas define one another.**

| Finding | Decision | Reason |
|---|---|---|
| **#4** | **Split** | Permanence (the answer never changes) and independence (the answer depends on nothing else) have different tests and different descendant families, and either could hold without the other |
| **#15** | **Keep as one**, with three named clauses | Total, two-valued and deterministic together *are* the definition of a function into two values. "Exact" adds nothing separable: "unknown" and "pending" are excluded by totality and two-valuedness, "context-dependent" by determinism with CORE-05, and "approximate" by CORE-05c |
| **#27** | **Split** | No hidden *inputs* is an instance of sole dependence. No hidden *rules* is closure of the definition. Different tests (hidden-state traps against reconstruction from the record) |
| **#28** | **Keep as one**, with two clauses | Finite expression and decidable membership serve one purpose, stated in #28 itself: identity "must not depend upon an infinite or non-terminating description" |
| **#29** | **Split** | "Place must not change" is permanence. "Representation may change" is a positive statement about identity being semantic, without which permanence would freeze bytes |
| **#174** | **Dissolve into a derived interface** | Handoff content becomes UP-01. "Minimum spatial conditions" is the expressed constraints CONST-02 to CONST-04 |

### Final Conceptual Decomposition

## Decision 3 — Expressed Constitutional Constraints

### Recommendation

**A. Stated in the Requirements as expressed constraints:** CONST-02 to CONST-05, under the governing rule CONST-01.

**B. Already implied by another statement, and therefore not repeated:**
- *No duplication* is the same constraint as singularity at Ground level. It is carried by CONST-02.
- *Finitude* is satisfied through CORE-02, since World-space lies within a finite Survey Domain.
- *Refinement-stable connectedness* is CONST-04 read with DEF-06.

**C. Cited as upstream context only:**
- *No expansion, and the permanence of The World.* These are satisfied through CORE-06. They are cited as a second source of CORE-06's force and are not restated as a separate obligation (see below).
- *21,000,000 Parcels.* Not Ground's. Parcel count, parcelization and coverage belong to the Parcel Cadastre (#35, #1159). Ground encodes nothing about them.
- *A single digital supercontinent.* Expressed through CONST-02 and CONST-04. It carries no further topological or geometric import at Ground level (Pass #1, Decision 1; #318, #1052, #1054).

**D. How traceability works.** Each expressed constraint carries four fields in a constitutional trace table (Decision 15): the source document and provision or named constitutional section; the Ground-side expression; the conformity check made at adoption; and a note confirming that no design choice is being given constitutional status. The reviewed sources now supply the constitutional basis needed for CONST-02 through CONST-05; exact repository locators may be added later for citation precision without changing the architecture.

### Constitutional-Expression Inventory

| ID | Constraint | Reviewed source basis | Ground-side expression | What it does *not* fix |
|---|---|---|---|---|
| CONST-02 | Singularity; no duplication | **The Declaration — Foundational Declaration:** BitPangea is “one World,” “incapable of duplication,” and “a single digital supercontinent.” | One canonical World-space; no parallel instance; one production instance | Which Survey space that is |
| CONST-03 | Existence | **The Declaration:** “The World exists. The map follows.” Codex ST-IV further preserves The World as the already-existing singular whole. | The canonical definition is non-empty. An empty representation is never adoptable | Size, shape or position |
| CONST-04 | Continuity | **Codex ST-IV — The World:** The World is the “singular, continuous cartographic whole”; **The Codex Principles — Contiguity:** BitPangea is a single Contiguity connected through an unbroken path of Adjacencies | World-space is connected. The predicate is the Survey Fabric's | Hole-freedom, convexity, boundary count, form |
| CONST-05 | Extent | **Codex WP-S-I — The Extent:** Extent is the cartographic property describing the spatial scope of The World; The World is finite and possesses spatial scope whether or not that scope has been measured, mapped, or observed; Extent does not prescribe geometry, representation, measurement, implementation, or interpretation | The adopted definition conforms to constitutional Extent. Extent establishes finite, permanent spatial scope but does not independently determine the exact geometry, representation, membership limit, measurement, or implementation of that scope. Conformity is checked at adoption and may ground correction of an invalid adoption | The exact membership set |
| Cited only | Finitude | **The Declaration — Foundational Declaration:** finite | Through CORE-02 | — |
| Cited only | No expansion; permanence | **The Declaration:** incapable of expansion; **Codex ST-IV:** Structural discovery does not expand The World; **WP-S-I:** inquiry or representation does not expand, contract, duplicate, or otherwise alter Extent | Through CORE-06 | — |

**Two sources of permanence, kept apart.** CORE-06 is a Ground-originated obligation (#4): the adopted design is final because adoption exhausts the design power. It is also the means by which Ground honors constitutional permanence. The first source concerns a Creator-period design; the second concerns The World. Adoption does not turn the first into the second. The Requirements should cite the constitutional source beside CORE-06 and must not describe the exact membership set as constitutionally determined.

### Resolution Status
**RESOLVE.** The constitutional source gap for CONST-02 through CONST-05 is closed at the architectural level.

## Decision 4 — Canonical Definition Constraints

### Recommendation

| Finding or source | Kind | Outcome |
|---|---|---|
| #1431 unique primary authority | **Requirement-level**, as a stated consequence of CORE-04 | **DEF-01.** Also the hook for canon-form declaration (Governance) |
| #1432 one direction of derivation | Its obligation part (no circular authority) is derivable from CORE-04; its preference part ("where possible… prefer") is a **Specification design rule** | Folded into DEF-01; remainder to the Specification Register |
| #1308 explicit internal precedence | **Specification design rule**, conditional on a composite model; derivable from CORE-04 | Specification Register |
| #1270 non-forkability | **Model-selection criterion**; derivable from CORE-04 with CONST-02 | Governance method annex; Specification Register |
| #1319 formal closure; #542; #1585 | **Requirement-level**, as a stated consequence of CORE-03 with CORE-05 | **DEF-02.** The parent of Preservation and of the Specification's duty to be explicit |
| #28; #1339 finite and decidable | **Requirement-level, independent** | **DEF-03** |
| Decidable validity (#64; #1340) | **Requirement-level, independent** | **DEF-04** |
| Decidable equivalence (#65; #1341) | **Requirement-level, independent, conditional** | **DEF-05** |
| Refinement-closure (Pass #1; #1190) | **Requirement-level, independent** | **DEF-06** |
| #1435 finite derivation chains | Derivable from DEF-02 with DEF-03 | **Specification design rule**; parent of impact analysis (#1617, #1622) |
| #1181 uniform limit convention | "Should… unless necessity" | **Specification design rule.** The obligation beneath it, determinate inclusion at the limit, is CORE-03a |
| #2063 closed vocabulary | Requirement-level | Part of **CORE-03b**, not a separate DEF item |
| Canon form: one primary form per semantic element | **Governance policy**, resting on DEF-01 | Governance Register |

**Why four of these are independent.** Each adds something the Core does not entail.
- *DEF-03.* A function can be well defined without being finitely expressible or computable.
- *DEF-04 and DEF-05.* That a definition has a property does not make the property checkable. For an expressive enough language, totality and agreement everywhere are not decidable in general (Pass #2, Decision 9).
- *DEF-06.* Totality over the locations representable today, together with permanence of today's answers, does not determine the answers for locations that become representable later. Something must say that those answers are already fixed.

**Parent relationships.**

| DEF item | Parents | Children |
|---|---|---|
| DEF-01 | CORE-04 | Canon-form policy; record precedence (#661); #1429, #1430; LIM-01 |
| DEF-02 | CORE-03, CORE-05b | DOWN-04; Preservation; #1435; the loss-testing programme |
| DEF-03 | #28 | #947, #948; finite Conformance |
| DEF-04 | DEF-03, CORE-05b | #64, #66, #118, #119, #195, #619; pre-adoption validity check |
| DEF-05 | CORE-07, CORE-04 | #65, #194, #1297, #1396, #1486; Tier 2 supersession; model replacement |
| DEF-06 | CORE-03a, CORE-06, DOWN-01 | #244–#247, #637, #1186–#1191; refinement-stability of CONST-04 |

**A distinct "Canonical Definition" section is warranted.** DEF-01 to DEF-06 are all facts about whatever defines World-space and none is a fact about The World. Keeping them together also keeps the two conformance hooks visible.

## Decision 5 — Downward Contract Consolidation

### Ground Requirements

Four statements, of which one is independent.

| ID | Content | Basis |
|---|---|---|
| DOWN-01 | Reference, never redefine or duplicate: Survey Domain; valid Survey reference; reference identity and equality; coordinates, origin, direction, handedness; geometry; topology; spatial operations; measure; scale; precision; refinement; adjacency where needed; translation across Survey versions. No exception clause | #12, #24, #47, #576, #1320, #165 (second clause), #2044, #2048; #1276 as revised |
| DOWN-02 | The same membership answer for references the Survey Fabric holds equal | #1105, #1109, #1810 as revised |
| DOWN-03 | No distinction finer than the Survey Fabric can represent; no dependence on the finest precision of any period | #1192–#1195 |
| DOWN-04 | Ground declares the precise lower-layer truths it consumes, and the Survey specification or compatible lineage it is bound to; meaning is pinned, not a software release | #1634, #1636, #1382, #1628, #1630 |

The membership domain ("valid Survey locations," with validity decided by the Survey Fabric) sits in CORE-03 and is not repeated here. Refinement-closure is DEF-06.

**Phrasing rule for drafting.** Every DOWN statement is written with Ground as its subject. No sentence in the Requirements places a duty on the Survey Fabric.

### Shared Architecture Dependencies

These are **dependency assumptions**. They belong in the FSF–Ground Contract within the Atlas shared architectural doctrine. The Requirements cite them in a non-normative note and impose them on no one.

| Assumption | Content | Ground statement that relies on it |
|---|---|---|
| DA1 Sufficiency | The Survey Fabric can express all the Survey space the adopted definition needs | CORE-02 |
| DA2 Reference stability | Across a compatible lineage a valid reference keeps denoting the same place | CORE-06 |
| DA3 Determinate equality | Whether two valid references denote the same place is exactly determinable | DOWN-02 |
| DA4 Refinement compatibility | Deeper refinement proceeds under rules consistent with coarser reference | DEF-06 |
| DA5 Location and extent semantics are defined | | CORE-03 (its domain) |
| DA6 Topology adequate to state connectedness | | CONST-04 |
| DA7 Finitude of the Domain | | CORE-02 |

Also in shared doctrine: the rule that a failed assumption is raised and never patched inside Ground (#165, first clause; the downward twin of #428), and the roles in certifying compatibility between Survey versions.

### Unverified FSF Dependencies

None of the following is invented here. Each must be read from the Survey Fabric's own Specification before the Ground *Specification* can be written. None blocks drafting of the Requirements, which can state each dependence abstractly.

| Unverified fact | Affects | Consequence recorded in Pass #2 |
|---|---|---|
| Whether a coarse Survey reference denotes a location or an extent | The operative domain of CORE-03; how #246 is worded | If every reference at every precision is a location, the adopted definition may let no location-reference straddle the limit |
| Exact rules of reference equality, aliasing and normalization | The operative form of DOWN-02 | — |
| What "compatible lineage" means in the Survey Fabric | DOWN-04; DA2 | Ground may declare reliance; it may not define compatibility |
| Exact mechanics of refinement | The operative form of DEF-06 | — |
| Whether the Survey Fabric's topology suffices to state connectedness | CONST-04; global conformance tests (#821) | — |
| Whether Survey space is treated as continuous or discrete | Wording of #1126, #1198 and their descendants | No Ground statement may presume either |
| Whether the Survey Fabric is itself an Atlas domain | The home of the FSF–Ground Contract | — |

### Resolution Status
**RESOLVE** as to architecture. Operative detail is deferred to review of the Survey Fabric's Specification.

## Decision 6 — Upward Contract Consolidation

### Recommendation

**A and B. No upward guarantee is independent.** Each is a statement already made.

| Guarantee from Pass #2 | Already stated as |
|---|---|
| G1 Exact, two-valued, deterministic | CORE-03 |
| G2 Complete before interpretation | CORE-03a with CORE-05a |
| G3 Stable | CORE-06 with DEF-06 and CORE-07 |
| G4 Singular | CORE-04 |
| G5 Tied to Survey reference | CORE-02 with DOWN-01 |
| G6 A determinate limit | LIM-01 |
| G7 The expressed constraints hold | CONST-02 to CONST-04 |
| G8 A semantic interface | CORE-07 |

**C. The Upward Contract is a derived interface summary.** It should appear in the Requirements as a marked consequence section, each line citing its parent statement. Writing it as fresh normative prose would create two statements of every guarantee, which is what #1909 warns against.

**D. The minimal statement.** One sentence of the following content is enough to prevent any consumer inferring or inventing membership: *membership has exactly one source; every consumer obtains it from Ground and none supplies, completes or corrects it.* That is CORE-04 with CORE-05a, and is labeled UP-03.

### Upward Contract Skeleton

| ID | Content | Parents |
|---|---|---|
| UP-01 | What may be relied on: G1 to G8, by reference | As in the table above |
| UP-02 | What is not guaranteed: Parcel identity and parcelization; any eligibility; ownability; construction; settlement; legal status; Region or Cluster meaning; terrain; morphology; visual form; experience; economic, social or cultural meaning; any meaning for non-World-space; any topology beyond connectedness; any ranking among locations | BOUND-01; Pass #1, Decisions 1 and 4 |
| UP-03 | Immunity and sole source: nothing above Ground adds, removes, relocates or redefines membership; direct use of Survey mathematics is computational and confers no membership authority; a deficiency found from above returns to Ground by the governed route | CORE-04, CORE-05a, CORE-06; BOUND-02 |

Extent classification (full, partial, none) is not part of the contract. Ground guarantees only that such outcomes are exactly derivable from its answers and the Survey Fabric's operations (Pass #2, Decision 3).

## Decision 7 — Survivor Wording Map

Survivors supply language. None adds an obligation. "Direct" means the wording can be used nearly as it stands; "Adapt" means the idea is right and the words need revision for Passes #1–#3; "Commentary" means it belongs in explanatory text only.

**What the layer is**

| Survivor | Best expresses | Use | Competes with |
|---|---|---|---|
| #574 | CORE-01: the object of expression (reference and membership joined) | Adapt | #1278, #2050, #1247 |

## Decision 8 — Framework Registers

**The rule for every register.** Each entry records a Requirement-level or Specification-level parent. An entry with no parent is a gap to be closed before adoption. A *mirror* carries an obligation that exists upstream into the framework's own terms. A *native* entry concerns how the framework does its work and carries no obligation on the layer.

### Specification Register
- **Purpose:** to say exactly how the obligations are met: the formal model, the form of the definition, the inclusion convention, validity and equivalence rules, failure classes, derived definitions.
- **Requirement-level parents:** CORE-02, CORE-03, DEF-01 to DEF-06, DOWN-01 to DOWN-04, LIM-01.
- **Migrating families (59 classified, plus Pass reassignments):** exact membership and the limit (#16, #116, #117, #839, #841, #842, #844, #845, #1115, #1176, #1177, #1183); finite expression (#28's descendants, #232, #233, #368, #378, #382, #384–#389); equivalence and normalization (#116, #117, #215–#217, #1144–#1146); domain and codomain (#1081, #1082); degenerate and extreme expressions (#258, and #259 and #260 as resolved in Pass #1); input and output semantics (#581, #582); dependency classes (#1627); metadata separation (#1530); dimensional discipline (#2046); composite and BitPangea-specific constraints (#1308, #1313, #1315); algorithm status (#1443).
- **Added by Passes #1–#4:** #1181, #1432 (preference part), #1435, #1308, #1270; the derived extent vocabulary (#1113) as *derived definitions*; the invariant list (#875–#883) re-keyed.
- **Mirrors (9):** #478, #581, #582, #610, #612, #620, #705, #717, #731.
- **Deferred until a model exists:** everything that names a construct of the model: inclusion convention, touching against crossing, set-algebraic properties, normalization, the form of the primary artifact.

### Conformance Register
- **Purpose:** to show that a definition is valid, that implementations reproduce it, and that change has not occurred.
- **Requirement-level parents:** CORE-03, CORE-04, CORE-05, CORE-06, CORE-07, DEF-02 to DEF-06, CONST-02 to CONST-04, BOUND-01, DOWN-01.
- **Migrating families (85 classified):** validity and failure (#60–#66, #118–#120, #251–#257, #306, #619, #626); test families and coverage (#191–#199, #633, #637–#645, #933, #934, #947–#952); global and seam checks (#819, #821, #837); profiles (#901, #902, #906); proof (#922, #924, #949); regression and continuity (#960, #963, #1297, #1396, #1486–#1490); algorithm equivalence (#1442); handoff testing (#1446); diagnostics (#1558, #1617); loss testing (#1563–#1581); dependency verification (#1625, #1632); model tests against World tests (#2073).
- **Mirrors (32):** #448, #515–#521, #637, #638, #640–#644, #821, #837, #947, #948, #960, #963, #1446, #1563, #1564, #1570, #1571, #1573, #1575, #1577, #1579, #1625, #1632.
- **Native:** test-family structure, profiles, coverage method, property-based testing, reason codes.
- **Moved out to Governance as readiness evidence:** the establishment clauses of #85, #550, #644, #645, #935, #1242, #1567, #1568.
- **Deferred:** canonical error classes (#253) and degenerate-input tests (#638) need the Specification; deep-refinement and connectedness tests (#637, #821) need the Survey Fabric facts of Decision 5.

### Preservation / Reconstruction Register
- **Purpose:** to keep the adopted meaning recoverable, unchanged, through loss of technology, institutions and people.
- **Requirement-level parents:** CORE-01 ("preserves"), DEF-02, CORE-05b, CORE-07, DEF-01, CORE-06, DOWN-04, IF-01.

- **Mirrors (12):** #458, #466, #577, #578, #1352, #1369, #1379–#1384.
- **Native:** package design, redundancy strategy, integrity renewal.
- **Deferred:** package contents depend on the Specification and on the primary-form declaration.

### Governance / Adoption Register
- **Purpose:** to say who acts on the record, by what act, on what evidence, and with what limits.
- **Requirement-level parents:** IF-01 to IF-05, CORE-04, CORE-06, DEF-01, BOUND-02, CONST-01.
- **Migrating families (81 by disposition, plus Pass #3):**

  - canon form (#705–#710);
  - lineage and provenance (#671–#674, #680, #681);
  - stewardship (#450, #451, #978–#984, #1686–#1700, #1749–#1761, #1918–#1921);
  - succession (#1688, #1744).
- **Method annex (methodology, not obligation):** sequencing (#294–#299); requirements-driven model selection (#689–#700, #1211–#1277, #1301–#1326); the admission tests (#1007–#1011); #58 (preference part), #874, #1449, #1450. Of the 220 rows marked methodological, 131 sit in the Inquiry Method cluster.
- **Mirrors (5):** #405, #451, #729, #945, #965.

### Terminology / Glossary Register
- **Purpose:** to fix the words before the Requirements are written.
- **Parents:** none needed; it serves every other record. Its authority over a constitutional term is nil (the owner is The Codex or The Lexicon).
- **Migrating families (31 classified):** #149, #151, #225, #399, #469–#476, #479, #480, #551, #561, #703, #832, #1053, #1060, #1063, #1066–#1069, #1459, #1465, #1476, #1477, #1521, #1523; with the terminology repairs of Passes #1–#3.
- **Mirrors (4):** #470, #703, #1060, #1069.

### Implementation / Operational Register
- **Purpose:** to guide implementers without binding the architecture.
- **Requirement-level parents:** CORE-05b, CORE-05c, CORE-03.
- **Migrating families (14 classified):** labeled approximation (#63); partitions and distribution (#122, #123); staged resolution and pre-filters (#796, #1123); caches and regeneration (#532, #534, #593); operational outcome classes (#810); migration states (#862); #346, #366, #654, #970.
- **Mirror (1):** #810.
- **Status:** non-normative.

### Shared Architecture Register
- **Purpose:** to hold rules about all layers.
- **Home:** The Atlas, as shared architectural doctrine. Not constitutional.
- **Contents:** #264, #265, #828, #1639, #1894, #1895, #1711, #427 and #428 (as a routing rule, with its downward twin), #165 (first clause), DA1–DA7.
- **Relation to Ground:** cited by the Requirements; never restated in them. See Decision 13.

### Historical Reasoning Register
- **Purpose:** to keep reasoning that shaped the architecture and carries no obligation.
- **Home:** the Journal or Origins (#943, #1458).
- **Contents:** the 12 Findings classed Historical Reasoning Only (#200, #277, #278, #295, #411, #419, #513, #894, #973, #1013, #1372, #1401); rejected readings (Decision 15); superseded wording such as "reveal," "establishes" as origination, "Ground mathematics," and "foundational change" as an available act; and the 2,100 Findings themselves as the discovery record.

### Demonstration that no framework invents an obligation
- Every migrating family above cites a parent in the inventory of Decision 1.
- The only statements *added* to the Requirements for a framework's sake are DEF-04, DEF-05 and IF-01, each a thin hook justified in Passes #2 and #3 and re-examined in Decisions 9 and 10.
- Native entries govern how a framework works and bind no one outside it.

## Decision 9 — Conformance Parent Closure

### The four hooks of Pass #2, verified against the consolidated set

Pass #2 cited #26 as a parent. #26 has now merged into CORE-03c with CORE-05. Its content is fully preserved there, so every chain that ran through #26 still holds.

| Finding | Pass #2 result | Verified parent chain | Result |
|---|---|---|---|
| #64 validatability | Thin hook needed | DEF-03, CORE-05b, CORE-03a establish what validity is; **DEF-04** makes it decidable | Confirmed |
| #65 equivalence | Thin hook needed, conditional | CORE-07, CORE-04, CORE-06 establish why it matters; **DEF-05** makes it decidable | Confirmed |
| #66 defined failure | Derives | Each failure negates a statement: invalid, ambiguous, incomplete (CORE-03a); contradictory (CORE-04); non-terminating (DEF-03); hidden-state (CORE-05b); divergent (CORE-03c). Failures never become membership states (CORE-03b) | Confirmed; no hook |
| #86 mandatory core | Derives once the hooks exist | Resolve (CORE-03); validate (DEF-04); compare (DEF-05); reproduce (DEF-02 with CORE-03c). No superior truth for richer implementations (CORE-04) | Confirmed; no hook |

### Result
**No orphan remains and no new hook is needed.** Two anchors are deferred to the Specification for their operative parent (#253, #638). Two depend on unverified Survey Fabric facts (#637, #821).

## Decision 10 — Governance Parent Closure

### A. Governance concepts that need a Requirements-level hook

Only one: **IF-01, canonical status arises only from adoption.** CORE-04 says there is exactly one canonical definition. Without IF-01 the Requirements never say what makes a definition *the* canonical one, and "canonical" would have no referent. IF-01 elevates the content of #503 and #504, which were classed as Governance candidates, into a thin hook. That elevation is the only such change in this Pass and is justified by necessity: every Core statement uses the word "canonical."

### B. Purely institutional; may exist without appearing in Ground's Requirements
- The contents of the Adoption Act.
- The correction tiers and their lifecycle.
- The readiness gates and their order.
- The procedure of constitutional return.
- Recognition of stewards.
- The Succession Instrument.
- Adoption and revision of shared architectural doctrine.
- The detail of the Candidate / Adopted / Superseded model.
- Record-precedence fact-finding.

### C. What the Requirements must reference, so that no reader thinks truth moves through governance events

| Reference | Content | Parent |
|---|---|---|
| IF-02 | Governance events establish status; they are never inputs to a membership answer. Review, dispute and correction states are annotations on records and never membership states | CORE-05b; CORE-03b |
| IF-04 | Four classes of governed act exist: correction of a record, meaning-preserving supersession, model replacement with proven continuity, and scope change. Each is bound by CORE-06 and none alters established membership | CORE-06; BOUND-02 |
| DEF-01 | One declared primary per semantic element. The *declaration* is a Governance act; the *requirement that there be one* is Ground's | CORE-04 |
| BOUND-02 | The responsibility set is closed; enlargement is a governed scope change on proof of necessity | BOUND-01 |

### D. Representing the amended "no architectural authority" rule

IF-03 should be drafted to say three things and to stop there:
1. No act within Spatial Ground, The Atlas, stewardship, implementation, ordinary governance or successor authority alters established World-space.
2. Ground holds no dormant change power, and nothing in this architecture is a mechanism for such change.
3. The Declaration explicitly preserves its foundational wording unless a **formal constitutional revision** is made. Any such revision is upstream of Spatial Ground and The Atlas. If a valid upstream revision were ever to affect a foundational constraint expressed by Ground, Ground would return upward under CONST-01; it would not exercise an internal change power.

What it must **not** do: assert that constitutional revision is impossible; name or invent the authority or procedure for such a revision; describe constitutional revision as a Ground or Atlas mechanism; or imply that ordinary architectural governance can amend established World-space.

### Governance Interface (minimal)

| From the Requirements | To Governance | Direction of authority |
|---|---|---|
| IF-01 | The Adoption Act; the state model | Governance supplies the referent of "canonical" |
| DEF-01 | Canon-form declaration | Governance declares; Ground requires that a declaration exist |
| IF-02, IF-04 | Correction, supersession, model replacement | Governance acts; Ground bounds every act by CORE-06 |
| BOUND-02 | Scope change; constitutional return | Governance decides on proof; The Codex decides on return |
| IF-03 | Nothing | No act exists to interface with |
| CONST-01 | Conformity review at adoption | Governance performs; constitutional sources prevail |

## Decision 11 — Preservation Parent Closure

### Does #10 survive independently?

**No.** #10 has three parts, and each is carried elsewhere:
- "independently reconstructable from canonical rules and authoritative spatial definition" is **DEF-02**;
- "without dependence on opaque registries, proprietary systems, or transient runtime state" is **CORE-05b**;
- "must preserve" is the second verb of **CORE-01**.

The duty to preserve needs no separate Requirement. It needs a Requirement-level *statement of what must be recoverable*, which is DEF-02, worded from #542 and #1585.

### Which preservation duties need which parents

| Duty | Parents | Anchors |
|---|---|---|
| Reconstructability | DEF-02, CORE-05b | #10, #44, #84, #196, #542, #1585 |
| Semantics preserved, not merely files | CORE-07, DEF-02 | #126, #128, #656 |
| Survey Fabric dependencies preserved, without duplicating authority | DEF-02, DOWN-04, DOWN-01 | #458, #466, #577, #578, #1382, #1475 |
| Recovery order | Shared doctrine, cited | #1711 |
| Provenance and integrity as evidence identifying the adopted artifact | DEF-01, IF-01 | #657, #661, #663, #671, #672 |
| Independent reconstruction | CORE-03c with CORE-05b | #196, #1568 |
| No re-founding within this architecture | CORE-06 | #2097 |
| Semantic identity against artifact identity | CORE-07 | #557, #1538, #1539 |
| Old references remain interpretable | CORE-06, DOWN-04; relies on DA2 | #73, #390, #1491, #1495 |
| Survival of institutional disappearance | CORE-05b, DEF-02 | #147, #1375, #1699 |
| Human comprehensibility | DEF-02 (nothing tacit) | #69, #1369, #1378 |
| Redundancy and portability | CORE-07 | #206, #210 |
| Durable status | IF-01 | #730 |
| Preserved vectors and evidence | Conformance and Preservation, native | #961, #1385 |
| The preservation package and its validation | DEF-02, DEF-04 | #1346, #1351, #1352, #1355 |
| The archive manifest | DEF-02, BOUND-01, CONST-01, DOWN-04, UP-01 | #1379–#1384 |

### Result
**Every preservation duty has a Requirement-level parent. No hook beyond DEF-02 is needed.** #26's content, which Preservation relied on for independent reconstruction, is carried by CORE-03c with CORE-05b.

## Decision 13 — Shared Architecture Dependency Package

**A. Sections the doctrine must eventually contain.**
1. Status: non-constitutional; resolves upward against any constitutional source; adopted and revised by the Atlas adoption authority.
2. The layer sequence and each layer's one-line responsibility.
3. Placement principles: the lowest correct layer, and "lowest does not mean deepest" (#1894, #1895); truth at the lowest owning layer (#828).
4. Responsibility integrity: no duplicated and no orphaned responsibility (#264, #265).
5. Coupling: minimal cross-layer coupling (#1639).
6. Inter-layer contracts, each named for its two layers. The first is the FSF–Ground Contract: dependency assumptions DA1–DA7, #165's first clause, and the roles in certifying compatibility between Survey versions.
7. Deficiency routing: a deficiency returns to the owning layer, upward or downward, and is never patched elsewhere (#427, #428).
8. Cross-layer recovery order (#1711).
9. The test for a layer's continued existence (#1450), and how dissolving or merging layers would be decided.

**B. What Spatial Ground depends on from it.** Sections 3 and 4 (cited by BOUND-01, BOUND-02 and DOWN-01); section 6 (cited by the assumptions note in the Downward Contract); section 7 (cited by UP-03 and BOUND-02); section 8 (cited by the Preservation Register).

**C. What other Atlas domains inherit.** The Foundational Survey Fabric, if it is an Atlas domain; General Spatial Interpretation; the Parcel Cadastre; and any runtime or experience domain. Each inherits sections 1 to 5 and 7, and takes part in the contracts of section 6 that name it.

**D. What must exist before Ground's Requirements are adopted.** Sections 1 to 4, section 6 as far as the list of assumptions, and section 7. The Requirements cite them and would otherwise cite nothing.

**E. What may wait.** Section 5; section 8 (needed before the reconstruction drill, hence before instance adoption); section 9; contracts between layers above Ground.

**RESOLVE.** The document itself is not created here.

## Decision 14 — Pre-Adoption Artifact Chain

Three adoptions occur in order: the Requirements, the Specification, the canonical instance. Only the last is irreversible, and it carries the full gate.

| Artifact or evidence | Before Requirements adoption | Before Specification adoption | Before instance adoption | May follow instance adoption | Evidence or authority |
|---|---|---|---|---|---|
| Constitutional source traceability (provisions for CONST-02 to CONST-05) | **Must** | | | | Evidence of upstream authority |
| Glossary (Decision 12) | **Must** | | | | Supporting record |
| Shared architectural doctrine, minimum sections | **Must** | | | | Authority (Atlas doctrine) |
| Governance baseline: the adoption authority stated; the form of an Adoption Act; the three-state model | **Must** | | | | Authority |
| Traceability map (Decision 15) | **Must** | | | | Supporting record |
| Spatial Ground Requirements | — | **Must** (adopted) | | | Authority, once adopted |
| Review of the Survey Fabric Specification; dependency declaration | | **Must** | | | Evidence; then part of the adopted Specification |
| Model-selection record, with independent implementation *reasoning* (#1242) | | **Must** | | | Evidence |
| Canon-form policy: primary form per semantic element | | **Must** | | | Authority |
| Spatial Ground Specification | | — | **Must** (adopted) | | Authority, once adopted |
| Conformance framework and reference vectors (which follow the Specification, #198) | | | **Must** | Grows afterward | Evidence |
| Formal candidate for the canonical definition | | | **Must** | | Neither, until adopted |
| Decidable-validity check of the candidate (DEF-04) | | | **Must** | | Evidence |
| Constitutional conformity review of the candidate (CONST-02 to CONST-05) | | | **Must** | | Evidence |
| At least one independently developed implementation reproducing the results (#645, #1568) | | | **Must** | More may follow | Evidence |
| Adversarial testing (#85) | | | **Must** | Continues | Evidence |
| Preservation package, and a reconstruction drill with an independent implementer (#1567, #1568) | | | **Must** | Repeated | Evidence |
| Survey lineage declaration, and compatibility verification where applicable (#1628, #1632) | | | **Must** | On each Survey change | Evidence |
| Succession Instrument | | | **Should** precede; **must** exist before the Creator Period ends | | Authority |
| Adoption Act for the instance | | | The gate itself | | **Authority** |
| Recognition of at least one steward | | | **Should** | Further stewards | Authority to recognize; none conferred |
| Operational activation; implementation profiles; additional implementations | | | | **Yes** | None |
| General Spatial Interpretation; Parcel Cadastre formalization | | | | **Yes** (#426) | Other domains |

Evidence never adopts. The adoption authority weighs it and records it in the Act.

## Decision 15 — Traceability Model

**A. Should the master CSV be amended?** No. The master classification is the record of the Classification Phase and should be frozen as it stands. Passes #1–#4 changed dispositions; keeping the original beside the final shows what changed and why, in the spirit of #134 and #1556.

**B and C. A separate consolidation map,** joined on the Finding number, made of one main table and five relation tables (columns under Traceability Schema below).

**D. One-to-many and many-to-one.** Never by packing several IDs into one cell. A relation table holds one row per (Finding, target, relation type). A Finding that splits (#4, #27, #29) has one row per half. An obligation with 700 descendants has 700 rows.

**E. Constitutional-source traceability.** A separate table keyed by CONST id: source document, provision, the text or a locator for it, the Ground-side expression, the conformity check, and a flag confirming that the item constrains and does not determine. Provision identifiers come from the sources.

**F. Rejected and superseded readings.** A readings table: the Finding, the reading, its status (rejected, superseded, narrowed, clause struck, clause relocated upstream), the Pass and Decision that ruled, and the replacement reading. Nothing is deleted.

### Resolution Status
**RESOLVE.** The schema is designed; no file is modified in this Pass.

## Decision 16 — Final Requirements Outline

The suggested structure is improved in four ways: the canonical limit and the membership function share a section, since the limit is a consequence of that function; "one definition" and "sole dependence" share a section, since together they say what determines membership; validation hooks live with the other definition constraints; and the institutional and preservation interfaces share one reference section. Derived sections are marked as consequences.

| § | Section | Purpose | Provisional IDs | Normative character |
|---|---|---|---|---|
| 0 | Front matter | Status; adopting authority; documents cited (constitutional sources, shared doctrine, glossary, Survey Fabric Specification and lineage) | — | Non-normative |
| 1 | Purpose and Governing Sentence | The sentence and its two glosses; why a single shared place matters | CORE-01 | Head statement |
| 2 | Constitutional Subordination and Expressed Constraints | The subordination rule; the four constraints; cited context (finitude; no expansion and permanence; Parcels; "supercontinent") | CONST-01 to CONST-05 | Normative; sources cited |
| 3 | World Membership | Containment and non-identity; the membership function; the canonical limit as consequence | CORE-02, CORE-03 (a, b, c), LIM-01 | Normative; LIM-01 marked consequence |
| 4 | One Definition, Sole Dependence | One canonical definition; nothing else determines membership | CORE-04, CORE-05 (a, b, c) | Normative |
| 5 | Permanence and Representation | Membership never changes; identity is semantic; no architectural change authority, with the upstream distinction | CORE-06, CORE-07, IF-03 | Normative; IF-03 marked consequence |
| 6 | The Canonical Definition | Constraints on whatever defines World-space, including the two conformance hooks | DEF-01 to DEF-06 | Normative; DEF-01 and DEF-02 marked consequences |
| 7 | Survey Fabric Dependency | The downward contract, stated from Ground's side; dependency assumptions by reference | DOWN-01 to DOWN-04 | Normative; assumptions non-normative |
| 8 | Layer Boundary and Exclusions | Membership-only semantics; no eligibility; the closed responsibility set | BOUND-01, BOUND-02 | Normative |
| 9 | Upward Interface | What consumers may and may not rely on; immunity and sole source | UP-01 to UP-03 | Consequence section; every line cites its parent |
| 10 | Institutional and Framework Interfaces | What makes a definition canonical; that governance events are not membership inputs; the governed classes of act; pointers to Conformance and Preservation | IF-01, IF-02, IF-04, IF-05 | IF-01 normative; the rest references |
| 11 | Traceability | Pointer to the consolidation map, the constitutional trace and the readings table | — | Non-normative |

**Drafting conventions this outline presumes.**
- An independent statement is written once, in one place.
- A stated consequence is marked as such and names its parents.
- No sentence has the Survey Fabric, a higher layer or a constitutional source as the subject of a duty.
- No sentence uses a deprecated term from Decision 12.

                 |
GATE C Adopt the CANONICAL INSTANCE (authority: recorded Adoption Act)
        irreversible · design authority over the instance is exhausted here
                 |
        activation and operation · further implementations and stewards
        higher-layer formalization
```
**Properties of the sequence.**
- Gates A and B are revisable afterward under change control. Gate C is not.
- Everything between gates is evidence or supporting record. Only the three Acts are authority.
- A candidate may be redesigned without limit before Gate C and not at all after it.
## Cross-Decision Consistency Review
| Test | Result |
|---|---|
| Pass #1 Spatial Meaning | Held. The verb, non-emptiness, coincidence with the Domain, refinement as evaluation, and limit against form are carried by CORE-01, CONST-03, CORE-02, DEF-06 and LIM-01 with UP-02 |
| Pass #2 Layer Ownership | Held. Membership is the only Ground-native meaning; DEF items are formal rules, not mathematics; extent classification stays out; hooks are confirmed |
| Amended Pass #3 | Held, with the refinement below |
| Creator-period doctrine | Held. Design, adoption, preservation and implementation appear in different records: the candidate, the Act, the registers, the Implementation Register |
| Constitutional subordination | Held. CONST-01 heads its section; four constraints are expressed; nothing designed is described as constitutionally determined |
| The Declaration; Codex ST-IV; WP-S-I | Held against the reviewed sources: CONST-02, CONST-03, CONST-04, CONST-05, and CORE-06 with cited context. WP-S-I constrains scope without prescribing exact geometry or membership; The Declaration's formal-revision clause remains upstream |
| One canonical membership truth | CORE-04 with DEF-01 and IF-01 |
| Exact, total, deterministic, two-valued | CORE-03 |
| Permanence | CORE-06 with DEF-06 |
| Representation independence | CORE-07 |
| Survey Fabric ownership of mathematics | DOWN-01, without exception |
| Membership-only Ground-native meaning | BOUND-01; Decision 4 |
| No higher-layer eligibility | BOUND-01; UP-02 |
| No duplicated responsibility | One statement per obligation; consequences marked; shared doctrine cited |
| No orphaned responsibility | Decisions 8 to 11 find none |
| No hidden state | CORE-05b for inputs; DEF-02 for rules |
| Adoption not computation | IF-01, IF-02 |
| Stewardship not ownership; implementation non-authority | Governance and Implementation Registers; nothing in the Requirements gives either any authority |
| No Ground or Atlas authority to change established World-space | CORE-06; IF-03 |
| Formal constitutional revision upstream and outside Ground | IF-03, drafted per Decision 10-D; the glossary entry |
**The refinement required by the amended Pass #3.** The original Pass #3 directed that the exception clauses in seven Findings be struck. Under the amendment that direction is divided:
- A clause that refers to a **constitutional act** (#438: "unless a separate constitutional act changes World truth") is not struck as false. It is *relocated upstream*: it describes something outside this architecture, confers no power on Ground, and is never a Ground mechanism.
- A clause that refers to an **architectural or governance power** (#1026 "a separate foundational governance process"; #1038 and #1150 "foundational architecture"; #1744, #1753, #1779 "foundational change… explicitly undertaken," "an explicit foundational act"; #1924) is struck. No such power exists within Ground or The Atlas.
The readings table (Decision 15) records each clause with its status.
**Statements not present as single Findings in the corpus, and their justification.**
| Statement | Origin | Why it is necessary |
|---|---|---|
| CORE-05 as one obligation | A merger of #4 (half), #27 (half), #19 and their kin | Not new content. It names what the three already shared |
| DEF-06 refinement-closure | Pass #1, Decision 2; nearest Finding #1190 | Without it, permanence and totality leave future-representable locations undecided |
| DEF-04, DEF-05 | Pass #2, Decision 9; nearest Findings #1340, #1341 | Conformance may not originate them, and the Core does not entail them |
| CONST-03 non-emptiness | Pass #1, Decision 3A; #259 | Expresses an upstream truth the corpus reports |
| IF-01 | #503 and #504, elevated from Governance | "Canonical" needs a referent in the Requirements |
| IF-03's upstream clause | Amended Pass #3, now confirmed against The Declaration | Prevents the Requirements from asserting more than the sources allow while preserving the explicit possibility of formal constitutional revision upstream |
No other statement was created by this Pass. Nothing was found that could not be justified, so nothing is removed.
**No new contradiction was found.**
## Questions Remaining After Pass #4
Only questions that genuinely block the next steps are listed.
**Blocking final Requirements text**
1. **Drafting convention:** confirm that stated consequences appear inside the Requirements, clearly marked and with their parent obligations named, rather than being moved to a separate commentary annex.
**Blocking the Specification, not the Requirements**
2. **The unverified Survey Fabric facts of Decision 5:** coarse-reference semantics; reference equality; compatible lineage; refinement mechanics; adequacy of topology; continuous or discrete.
3. **Whether the Survey Fabric is an Atlas domain,** which decides where the FSF–Ground Contract lives.
4. **Where the derived extent vocabulary is written:** the Ground Specification, or shared doctrine.
**Blocking instance adoption only**
5. **The Creator design choices of Pass #1:** whether the limit tracks the recognizable outline; any enclosed non-World-space; whether World-space reaches the Domain limit.
6. **Whether the Creator accepts the readiness gate of Decision 14,** in particular an independent implementation before Gate C.
7. **The Succession Instrument,** and whether it confers the limited curative authority identified in Pass #3, Decision 5.
## Recommendation for Requirements Drafting
1. **Freeze** the master classification and the four Pass records as they stand.
2. **Build the consolidation map** to the schema of Decision 15, from the master classification and the Findings Affected lists of Passes #1–#4. This is mechanical and should be done before any prose, so that every sentence drafted can cite its sources.
3. **Adopt the glossary** of Decision 12 as the drafting vocabulary. Use the reviewed constitutional source trace for CONST-02 through CONST-05; exact repository locators may be added during document assembly.
4. **Draft the Requirements** to the outline of Decision 16, in this order: §1; §3 and §4 together; §5; §6; §2; §7; §8; then the consequence sections §9 and §10. For each statement, start from the survivor wording assigned in Decision 7, revise it to the vocabulary, and record the mapping.
5. **Hold three disciplines while drafting:** one statement per obligation; consequences marked with their parents; Ground the subject of every duty.
6. **Audit the draft** against three lists: the eighteen independent statements (nothing missing, nothing added); the deprecated terms (none used); and the framework parent map (every framework parent present).
7. **In parallel, not before:** draft the minimum sections of the shared architectural doctrine and the governance baseline, since Gate A requires both.
8. **Do not begin the Specification** until the Requirements are adopted and the Survey Fabric's Specification has been reviewed.
